Could be. When I first asked Pestilence about the village over there, she said it wasn't necessarily always like that. The fog just created it to be that way. So maybe this dimension was designed similarly. A response to the people here, and the things we want, and away from the oppressive nature of the cult itself.
Could also be as simple as making up to us for how we got here to begin with.
