In a sense, yes. It's more like...drawing from the same source the materia can come from, but only being used by a few very specific people. I wouldn't call it unpredictable so much as being something people aren't able to use right, because they aren't connected to it.
Mmhm, that's a good way of looking at it. That's how we ended up here in the first place, I think, with the monster affinities. A completed ritual, but not the exact method. Something like today needed to be more powerful because circumstances were already outside of what was normal.
